- People who, according to the Secretary of State and Secretary of Homeland Security, would further the country’s law enforcement objectives.
- EB-5 immigrant visa applicants.
- Individuals from outside of the US who have a valid travel document other than a visa.

- Unmarried adult children of US citizens.
- Professors and researchers of outstanding abilities.
- Siblings of US citizens.
- Married children of US citizens.
- Special religious workers.
- People with advanced degrees.
